Rats, I read an article a few days ago that stated that the Red Cross has a series of smaller shelters in NO but decided not to open them because people might go to them rather than evacuate the city ... the shelters, they said were not adequate for long term stays (which at the time they anticipated due to the predicted Cat 5 hurricane).

This makes logical sense to me.

I can't find the article now.

Keep in mind there is a local chapter and a formal national disasrter. The formal declaaration takes away the responsiblity of the local chapter and supports it.

The shelters in question were probably the effort of the local chapter that were abandoned as the magnitude became clear and the determination by the local chapter they could not operate the shjelters as orinally intended.
