As just reported on O'Reilly, forcing out the people is apparently her strategy, and it contradicts the Mayor's wishes. Blanco's strategy is to cause confusion. She wants the citizens of NOLA to leave, she wants them to stay (countermands Nagin's forced evacuation order), don't bother the looters (do search nd rescue), shoot the looters, etc. etc.
