Until those levees have been built up to withstand cat 5 storm surges, not an unnecessary penny should be spent in New Orleans.

So abandon the city for 20 years is what you're saying, right? Oh, and I'll guarantee that those levees will fail in a Cat5 storm.

New Orleans should count it's blessings that it was a relatively small breach on a canal levee with water from Lake Pontchartrain.

Had it been a breech of one of the Mississippi River levee's there's no telling how much damage would have been done. I don't know if it could have even been fixed.
