My hubby had a thought on that.
He said that maybe the rescue and supply missions should be turned over to private enterprise,since they seem to be able to mobilize faster ans don't have to wade through all the red tape BS.

Well, it's a novel concept in these days--but it will work. Look what Walmart has done without any arm-twisting!
