In light of recent disclosures regarding this department and the Red Cross(ARC in the text)it makes for interesting reading.

This is from another section

Governmental efforts will be coordinated with DSS and ARC. ARC will manage and conduct shelter operations within its capabilities. Pursuant to pre-existing agreements, some facilities, equipment, and personnel of local governments, school districts, churches, and other agencies will be used to shelter and care for evacuees. In addition, ARC trains shelter management personnel. Local governments that do not conduct their shelter programs in coordination with ARC may bear the entire burden of responsibility for those programs.

The primary means of hurricane evacuation will be personal vehicles. However, school and municipal buses and, where available, specialized vehicles will be used to transport those hurricane evacuees who do not have transportation.

I would assume that these publised plans,which all states have,are relied on by FEMA and federal agencies when coordinating response to ensure various agencies are not duplicating services in one spot and ignoring them in others.
Just a quick reading of these sections shows that LA. failed in almost all respects to handle the crisis according to their plan.
Buses were not used,The Superdome,which is a "last resort" shelter was used a first and only resort than denied the ARC access in an attempt to get people away from the dome.
A complete failure at the local level.

Of course the state and city failed miserably, but the nation will pay for it many times over thanks to the rabid RATS.

Yet more proof that the MSM can find a dimple on a gnat's behind... when it concerns Bush or other pubbies.....but will not pay attention to the elephant in their living room...concerning Libs/Dems.

Woopsie! The dome wasn't an approved ARC shelter, in fact they refused to use it because it was a hazzard. Nagin new this, but used it anyway, knowing that ARC wouldn't supply it. Knowing that, Blanco should have called in the National Guard to supply it and prep it, but she was too busy getting her hair done I guess.

It says A(.) Governor then the list of primary responsibilities, including:

4. Authorize and direct the authorities of Host Area Parishes to coordinate the opening and operation of shelters with DSS in conjunction with ARC, and lend all possible assistance to the evacuation and shelter effort. She was completely useless.

Exactly. Problem is..... they're fully aware of the log in their own eye.... and feel if they lie to themselves plus everyone else long enough... it might just magically become truth.

I think Bush did, but they kept telling him they didn't need help,- then early tuesday am the levee broke. Nagin and Blanco had up to that point thought they had dodged the bullet, and gotten away with their incompetence. They never counted on murphy's law.
