Has Martial Law been officially declared?

I heard, early on, that LA doesn't have that provison in their state lwas/constitution. From what I understand, they can, however, declare a state of emergency, but I don't think it is as far reaching as martial law.

It seems to be a case of a lot of people blowing smoke. I looked up several sources and they all had the same thing. Some officials say there is, others say there isn’t. It’s obvious that the local commander believes there is.
