Wow that is some video! She says to her press secretary very sincerely and very privately "I really need to call for the military. I should have started that in the first call." She's referring to her first call to Bush, on Monday. She failed to request the military until Wednesday.
I think there is even more to it, because in the video, she first self-consciously tells her press sec. that in an earlier interview she stated she wanted the military and it sounds like she is saying she made an accusation that "they are putting good people in jeopardy." In that context, what she confides next about her own failure to request the military is very much in the nature of a confession to her press secretary. She is saying "I just told them X in teh interview, but the truth is Y."

That's not true. How does having a federal government able to act in an emergency make us Venezuela? I think this disaster makes it obvious that we need to have the Feds able to seize control much more freely. We've never had to evac a major city before. We didn't know what it would take to do it.
Now we know. The locals are likely to do nothing but get in the way. THAT's what needs to go in the after-action report, if not in the one the public sees, then in the one DHS and the military analyzes, games, and uses to model from.

IMHO: Bush wanted Blank-o to sign a piece of paper requesting Federal takeover which she refused.That was way back on Friday the 27th, when Blanko needed her 24 hours to make a decision. The next day she turned it down.
During these two days the Bush admin considered invoking the Insurrection Act, presumably because they could see Blanko was in waaayyyy over her head.

If you want less government she will surly be effective in rendering government useless.Agreed; but it would also be 3X as expensive.
I think the Army Corps of Engineers ran a cost-benefit study on it, and found not just a <$1 benefit/$, but, for the first time ever, a negative number for the ratio .
