3) When a Republican is president, a Democrat governor can blame the federal government for everything and the media will accept this assignment of blame without question.
4) If operating tactics 1 and 2 fail, tactic #3 will always work although this could cost the state some federal funding.
5. Loss of some federal funding by the state is preferable to the governor losing her next election.
