The folks you are concerned about ALREADY are on the Federal dime. This is a way to get them off of welfare, and the trailers are for temporary housing for construction workers and people building a home.

I think a lot of them will not go back, they have experienced to much kindness in the communities that took them in. They have to see that there are better ways to live.
