Yes, I've spoken to him on numerous occasions and always get the same reply - So sorry, so busy, I'll be by to cut the grass soon. There are no neighborhood covenants and calls to county officials have been to no avail.
Ironically, he had a brand new riding lawnmower parked behind his house for years. For all I know, it could still be back there hidden like an abandoned car in a yard as mentioned in several posts on this thread.

So sad. You may want to check county statutes.
In some areas, you can mow it yourself then send him a bill. If he doesn't pay, take him to small claims court. May not be worth the effort, but would be nice to see a small claims court judge smack him around.
