this is not a hard problem to deal with,,,,they should broadcast and get the news out to any displaced sex offenders to go to local authorities within 3 days and tell of their whereabouts---the ones who don't respond should have their picture and names posted all over the news and internet and sent to every shelter/motel possible,,,,,,how hard is that??
