There is nowhere in USC that prohibits the federals from acting against domestic violence. There are prohibitions from using troops in ongoing and routine law enforcement operations. Even when there is domestic violence it is customary for the governor of a state to request the assitance of federal troops before those troops are sent in. In 1992 federal troops were sent in to quell the riots in Los Angeles at the request of the Governor Pete Wilson. President Bush could have invoked the Insurrection Act, but that is not something to do lightly as it has not been invoked in 99 years.

I was here in Los Angeles when this was occuring and the
Gangs were going crazy killing anything that moved. I literally had to lock myself in my house. When you think about what would be worse, you have to see it from both sides.
