They live off the government trough, which puts them on the food-stamp diet, which means lots of fats and carbs and no decent vitamins to fuel brain cells; they inter-breed in their "free-sex" society and they usually drop out of school early, because the "government" will pay to rebuild their slums when hurricanes blow them down.
