EU nuclear draft on Iran urges UN report-diplomats

VIENNA, Sept 19 (Reuters) - EU negotiators have prepared a rough draft of a resolution urging the U.N. nuclear watchdog to report Iran to the U.N. Security Council for breach of global non-proliferation rules, EU diplomats said on Monday.
Two European Union diplomats familiar with the draft text said it was being described as "elements of a resolution" and had been circulated to members of the International Atomic Energy Agency's (IAEA) 35-nation board of governors.
The diplomats said it would call on the IAEA board to "report" and "notify" the Security Council, which has the power to impose economic sanctions, of Iran's past "breaches and failures to comply with its NPT safeguards agreement."
If a country fails to comply with the 1968 nuclear Non-Proliferation Treaty (NPT), the IAEA is obligated to notify the Security Council, according to the IAEA Statute.
