You have the kernel of an idea that needs further exploration. Lets "Imagine" (Libs just love that song) that a storm the strength of Katrina had hit Texas first. Oh say..., three weeks ago. It would be an example of what could happen.

Sitting here in San Antonio, except for the hoopla, the preparations are not that unusual. Announcements of shelters for coastal residents as usual. not much more.

Let's say that Louisiana and New Orleans, were now facing a Rita size storm. Does anyone here think that they would have done anything differently than they did???
