I think he was a suspect from the start.
Regardless of his connection, or lack thereof, to Evelyn Miller's death, how can any man with two small children even consider committing suicide?

I live just a few blocks from Noel and Casey and believe me the whole town suspects Casey and Noel, but apparently the authorities do not have the right information to arrest this guy on even a simple charge just to put him behind bars so he doesnt run. I am really begining to think that this case will remain unsolved.
