If they are "crippled", it will only be a short time. They are cunning animals who prey on the world at large. They will be in business in no time whereever the rest of the evacuees are sent. They still need their regular customers.

I am sure Mayor Nagin and Governor Blanco are delighted about the possibility that their drug/crime problem may have moved.
