If my memory serves me right, shortly after the carry laws were liberalized in FL there wer a lot of carjackings and robberies of folks driving rental cars. I guess the perps figured that the out-of-staters would less likely be armed.
Were the FL rental car license plates changed as a result of that, so you can't ID them by the plate?
You can't ID a rental car anymore by the plate...and you're right, that happened after the carjackings of rentals increased.
