Gov. Arnold Schwarzenegger has vetoed a bill that would have added an audit requirement and egg-donor protections to the California stem cell program created by Proposition 71 in November's election.
The measure, SB18, was sponsored by Sens. Deborah Ortiz, D-Sacramento, and George Runner, R-Lancaster (Los Angeles County). It was approved 28-0 in the Senate and 72-2 in the Assembly.
In a veto message, the governor said he supported the main provisions of the bill but found it to be "in direct conflict" with a provision in Prop. 71 barring amendments until 2008.
The measure drew most attention for proposed rules designed to protect the health of women donating their eggs for stem cell research sponsored by the California Institute for Regenerative Medicine, the state agency created to implement Prop. 71. The bill also would have required performance audits of the institute by the state auditor.
Women who undergo egg retrieval are given fertility drugs that can lead to potentially serious side effects, such as kidney damage and blood clots. SB18 mandated full disclosure of such risks and also set rules for reimbursing women who submit to the procedures.
Ortiz issued a news release Friday decrying the veto, arguing that the bill was "carefully drafted" to avoid conflict with Prop. 71. She said that "patient protections and appropriate public accountability must be included to maintain the public's confidence" in the stem cell effort.

This veto stinks of corruption--as did Prop 71.
He's also for handing $6 billion in taxpayer money to venture capitalists with no public accountablity or oversight.
Heaven forbid he would allow legislation that would provide for an AUDIT! The horror!
Exactly. If fetal stem cell research had any real medical promise, companies would do it with their own money, since regretably it has not been declared illegal.
Sounds like a good bill but he's constrained by the Will of the People to veto it appears. I may be mistaken but I thought referendums could only be changed by another referendum.
