66 to 68 degree water is far from warm. Try a little time in such tempertures. You'll expire far quicker than you imagine.
I imagine so however we dont know what happened yet. My take is the boat was not far from shore and the people were trapped inside in a sudden moment.
It is indeed possible that the boat where all the people drowned did NOTHING wrong.
