Gouging = (in this case) manipulation of the market through monopolistic means to derive more than normal profits.
Occurring = Read the first part of the thread. If the concept of drastically cheaper fuel south of the border does not bother you, then the argument is mute for your mindset.
A question for you. You seem to claim that the Mexican government is subsidizing the price of fuel in that country. And that, fuel taxes are more of a factor in the US than in Mexico. So, how much of a subsidy exists? How much of the per litere price in that country is taxes?
