CA: A look at the governor's action on key bills Friday

Some of the bills signed Friday by Gov. Arnold Schwarzenegger:

STUDENT ATHLETES - Bars students participating in high school sports from using certain dietary supplements.

VIOLENT VIDEOS - Prohibits the sale or rental of extremely violent video games to minors.

CIGARETTES - Bans the sale of cigarettes that do not meet fire-safety standards designed to extinguish them when they're not being puffed.

HUNTING - Prohibits use of Internet sites designed to allow people to shoot at animals by clicking a button on a computer mouse.

VIOLENT DOGS - Allows cities and counties to require spaying or neutering of certain breeds of dogs to protect public safety.

JUNK FAXES - Bans the faxing of unsolicited advertisements commonly known as junk faxes.

COSMETICS - Requires cosmetics companies to reveal cancer-causing substances in their products.

CAMPAIGN MESSAGES - Bars candidates from using text messaging to transmit campaign ads.

Some of the bills vetoed Friday by the governor:
DRIVER'S LICENSES - Would have allowed illegal immigrants to obtain California driver's licenses that were of a different design or color than standard licenses and would implement new federal security requirements for all driver's licenses.

PRISON INTERVIEWS - Would have made it easier for news reporters to interview prison inmates.

GRADUATION EXAMS - Would have allowed schools to develop alternative assessment programs to determine if students who fail the high school graduation exam should receive diplomas.

DISABLED STUDENTS - Would have allowed some students with learning disabilities to graduate without passing the high school graduation exam.

MEXICAN DEPORTATIONS - Would have created a commission funded by private contributions to recommend ways to redress the illegal deportation of thousands of California Hispanics to Mexico in the 1930s. Schwarzenegger said the commission wasn't needed: "The Legislature and the administration have many resources to advise them on the issues that this commission is being created for," he said in a veto message.

SMOKING - Would have require health care plans to cover stop-smoking programs.

HEALTH CARE - Would have expanded the state's Healthy Families health care program to cover more children.

Other Bills Signed 10/07/05:
AB 88 by Assembly Member Koretz (D-West Hollywood) - Assault Weapons.
AB 88 specifies that each illegal assault weapon possessed by a defendant can be the basis of a separately punishable offense, except as a first violation that involves one or two guns.

SB 48 by Senator Jack Scott (D-Altadena) Ammunition.
SB 48 bill changes the law regarding prohibited ammunition sales to persons under 18 and 21 years of age by deleting "knowing that person to be" under the minimum age for rifle and handgun ammunition and adding "reasonable" as a modifier to the existing defense for prohibited sales of "reliance" on "bona fide evidence of majority and identity" as specified.

SB 670 by Senator Joe Dunn (D-Santa Ana) - Mexican repatriation program of the 1930s.
SB 670 expresses the apology of the State of California to the victims that were illegally deported or coerced into leaving the United States under the Mexican Repatriation Program of the 1930's and requires a plaque be placed in a designated public location to commemorate the victims of the repatriation program.

Other Bills Vetoed 10/07/05:
AB 1747 by Assemblymember Lois Wolk (D-Davis) - Joint exercise of powers. [Conaway Ranch - eminent domain]
AB 1747 the Tribal Council of the Rumsey Band of Wintun Indians (Tribal Council) to enter a joint powers agreement (JPA), with Yolo County and other specified agencies, created to assist, facilitate, or enhance various environmental, conservation, outdoor recreation, or other public health and safety objectives in Yolo County. The County of Yolo has initiated an action to acquire the Conaway Ranch by eminent domain.

Sounds good to me.

I especially like:

Where do we report junk faxes?

I thought there is already a Federal law against it.

Junk faxes are the worst, because they use your supplies, and it costs you money, to get the advertisements you don't want.

It also shows that we need a part time Legislature, they have too much time on their hands to churn out bills.

Wow,, we agree on some things. :-)

report junk faxes to the FCC , i think.

and part-time legislature is something that seriously needs to be looked at.

I agree on faxes. In total, he has made some good vetos, but also not made others. I am glad he vetoed the Conaway Ranch legislation, for example.

Of course, you and I don't agree on many others, as you seem to see nothing wrong with all of the GLBT/Domestic Partnership legislation he signed.

What do you think about the "apology" and plaque for Mexico deportations? Or the additional anti-gun legislation in post #2, above?

I don't agree with Arnold on everything, but on key important things he came through for us.

Remember, we DO have a strong Democrat Legislature. What is really amazing, is that Arnold has been able to get his key things through and veto important things. He is keeping his eye on the ball, and wisely picks his battles carefully.

So, you don't think Gun Rights or not giving all the rights of marriage to the GLBTers are "important things"?

Two wrongs do not make a right.

Similarly, one (or more) right does not erase all wrongs.

I did make positive statements about his veto of homo-marriage. The same is true for Conaway Ranch and Drivers Licenses. But that does not mean that the other actions should not be criticized.

Actually a very good argument can be made that is not the case. Particularly as pertains to Second Amendment issues. He was wrong to sign the bills on assault weapons and ammunition.

Very few issues are as important as the Second Amendment. Arnold has now placed himself on the side of the gun controllers and the anti-Second Amendment crowd, thereby enraging a large segment of the voting public, many of whom are gun enthusiasts, not to mention the NRA, the GOA and many other gun rights organizations.

Ask brother Gore if he believes Second Amendment issues are important to a politician's career.

As for me, signing these two bills is reason enough to cut Arnold completely loose.

Which I just did.

The miniscule new breed of pragmatic FReeper is attempting to thrust the pragmatism of moderate political compromise on everything of conservative value, thereby devaluing the core of conservative and constitutional principles!

Cokey Roberts on Boy George's show with George Will this morning hit the danged nail right on it's proverbial HEAD!!! She said the Will and other objecting conservatives to the mysterious new SCOTUS nominee are scared to death that she is a "Pragmatist!"

She's exactly right! A "Pragmatist" is Al Davis... "Just win baby! What ever it takes, just win!" Well some of the stuff it takes is an anethma to conservatives as manifested by the other "Pragmatista" Arnold "The Pragmatist" Schwartzenrenegger!!!
