The man claimed it was physically impossible for him to put both arms behind him... now suppose that proves true, that puts them in position to receive one whale of a lawsuit, bringing in ADA and all that good stuff. Why didn't they just grab his arms, cuff him, and be done? Instead of playing rambo-hide-from-the-camera.
