Yes, these are public boats that are rented by companies for employee parties, or by people who are having a wedding reception, that type of thing. Public boats. Public lake. Public employees on the boats.

Al and Alma's are popular dinner cruise/sightseeing boats on Lake Minnetonka. They are usually opened to the public but can be rented for private functions. Staffing is 75-80% high school and college students. From what I've read this was a private charter not a public cruise. The lake is usually very crowded in the evenings with boaters enjoying the sunset.AWB

Yes, That's exactly what it is - a public sightseeing boat. They're about 60 ft long, and typically serve dinner on while giving a sightseeing tour of Lake Minnetonka.
cruise and are often hired by corporations for company outings, as well as open to he general public.
