Because if the Congress passes and the President passes an unconstitutional law, the Constitution is meaningless unless the court declares it unconstitutional. We might as well just tear up the document.

You have bought into the propaganda put out by the Supreme Court.
If the Congress and the President pass a law they believe is constitutional, why isn't it? Why isn't their judgment final on that issue? They are the ones who pass the laws?
Where in the Constitution does it say that it is not the determination of Congress and the President that matters when it comes to determining when a law is constitutional, but rather it is the determination of the USSC that matters?
The Supreme Court just made it up. They decided that WE WILL DECIDE. And you believe them.
