The RATS are emboldened by their victory in VA and are trying to come up with a challenger to Allen. They'd like to knock him out of the presidential race by beating him in the Senate.

In Algore's defense I am fairly certain he quit smoking when his sister developed lung cancer (I believe she later died).

As for Allen, at least we know he won't allow the anti-tobacco Nazis to further ruin American business.
