In Unruly Gaza, Clans Compete in Power Void By STEVEN ERLANGER
GAZA CITY - Tawfiq Abu Khoussa is the spokesman for the Palestinian Interior Ministry in Gaza....
But when some of Gaza's many gunmen fired shots at his office, Mr. Khoussa did not seek protection from the Palestinian police or security services. He called gunmen from his own powerful hamulla -his clan or tribe - to protect him.
..
....the mess in Gaza is real, and it presents fundamental problems for Mahmoud Abbas and the Palestinian Authority he inherited from Yasir Arafat. After 38 years of occupation, Israel pulled its 9,000 settlers and its troops from Gaza in August, leaving it to the Palestinians to run. But the Israeli withdrawal also set off a struggle for power here, and put Gaza's fissures in sharper relief. The world is prepared to provide billions of dollars in aid to help Mr. Abbas turn Gaza into a cornerstone for a Palestinian state that might live in peace and prosperity alongside Israel.
But Gaza now seems more like a street-corner society, with the various security forces only more sophisticated varieties of the militant gangs that have their base in neighborhoods, refugee camps and hamullas.
The hamullas are again so powerful in Gaza that rival security forces seek to buy their loyalty with money and weapons, while hamullas seek to ensure that their members are represented in all crucial groups, including the militants of Hamas, Islamic Jihad and of course Fatah, which is supposed to be the bulwark of the Palestinian Authority.
...
But the failure of the Palestine Liberation Organization to create a functioning and responsible Palestinian Authority, instead of creating multiple jobs and crony monopolies, has done great damage to what was, before 1994, an emerging business and middle class, Mr. Shafi said.

For 27 years prior to 1994, Israel had control of Gaza and for the first time in their history, as admitted here, the Arabs in Gaza were developing the first FREE Arab middle class in the Middle East.
Then the US and the World insisted on bringing in Arafat.
Now the Us and the World insisted Israel leave Gaza.
More good things are certain to flow.
Al-Queda has found a new home after Afghanistan.
As Gaza slowly devolves into chaos and anarchy, they will blame Israel, the Jews and Bush......
Jordan's present king's granddaddy called it right when he kicked the palis out of Jordan for being troublemakers. Hope the palis kill each other off resulting in Israel retaking their own land back and no more inhouse troublemakers.
Gaza was just the toe hold. Now they are going after the West Bank. Then the march to Jerusalem... behold Armageddon.
> ... the mess in Gaza is real ...
This is the NYT whining that their intentions, supported
by their paper's support for the Pali hoodlums, surprise,
surprise, didn't lead to their intended outcome (as usual
for liberals).
At least the NYT is honest enough to label the mess a
mess. I'm sure many of the moonbats either proclaim it
a paradise, or entirely blame Bush and/or Israel.
One thing the Israeli withdrawal did was to mostly
remove Israel from the equation. To borrow a Rand line,
they've torn the lid off hell and let the world see it.
We went to war with Afghanistan, and Americans are still dying there, because after 9/11- and unfortunately it took 9/11- we realized that Afghanistan was a petri dish for growing barbaric terrorists.
So what do we do next?
We insist on creating a new hospitable environment for the scourge to spread.
And some laugh at Clinton's failure to hinder terror.
No one will laugh when we witness Bush's policy come to fruition.
Tell that to the young Israelis murdered yesterday.

This will guarantee that Gaza will never be anything other than a welfare ghetto. The factions will kill each other over who gets to have control over "international aid"
That suggests a thought
Have Israel mint a few million dollars worth of silver coins. Load them into a plane. Fly over Gaza, and dump them out.
Watch eveybody kill each other fighting over the money
One book really sheds light on the Arabic Muslim promblem, and that's "The Haj" by Leon Uris. Granted, Uris was Jewish but he could explain the Arabic tribal mentality and in-fighting very well.
Never happen in the lifetime of this universe. Last thing the "Pali's" want is peace with Israel.
The only peace they want with Israel is the peace of Death. Israel's death.
Yes. It's the same plan they used in Africa by bringing in Mandela and his crowd.
They had a number of vibrant and growing economies countries,South Africa ,Rhodesia etc.then the enlightened crowd in Europe and the U.S. especially those like the Black Caucus.
They decided things should move faster so they forced those that were bringing Africa into the 20th century to turned it over to the stone age crowd there also and presto! you have now have despots, disease, and death, starving welfare states and a return to the law of the jungle.
You also have an absence of those groups who where screaming how bad those poor people were suffering because of apartheid.
When they return Israel to the seventh century like the rest of the middle east maybe they'll disappear from there also.
Unruly???
The more I see of the NYT the more I want to puke.
The world has rewarded terrorism with the ultimate reward.
