I assume the city has declined to pay for the "taken for patrol" cars, and/or failed to show that they had a valid law under which to do that.

This dealer will probably do well to pack up and leave town if he wins, otherwise it will be harassment and crime call ignore city.

The car dealer did make a comment to a reporter early on saying something like "I have to live here!" Guess he realized he should take the chance. I wouldn't put anything past the NOPD though.
