It said, "Illinois state offices" and according to my thesarus Illinois state offices is another word for Democratic Controlled Pit of Corruption. So in defense of the reporter it was a minor variation of the same thing.
That said what on earth is wrong with rewarding donors ? I mean whos going to donate if it doesn't a) result in policies implemented in favor of the donor, b) result in a job for the donor or one of their relatives, or c) result in a pardon.
Maybe I've lived in IL to long.

Those being investegated are Democrats. This investigation is another one of Fitzgerald's efforts BTW, he's still in charge of Chicago office as well as the special investigation. His tenure here has been hell for Republican and Democratic politicians alike.
