78% of the Iraqi voters, approved of the interum constitution... what were these people hoping for 99%? Go to the back of the class.

The problem is that of that remaining 22% were not spread equally across the country; most of those voting no were Sunni. If the 78% in support were uniform across the country, I would have more hope for the long term existence of a unified Iraq. But when two of the groups overwhelmingly accept the plan and one overwhelmingly rejects, I think that there is trouble down the road. Even if we don't break it up now, I imagine the three parties will break it up later.
