Art 4. Sect 2 and 4. Also Art 6 para 2. The Preamble to the BoR and the debates on why the BoR was needed. Namely the last two Federalist Papers, the last Anti-Federalist paper, the debates on ratification in Virginia, ect...

If anything, the 14th wasn't needed. Once ratified, it should have been "incorperated" under the aforementioned Art 6 para 2 clause that makes the Constitution the "Supreme Law of the Land".
