If you have broadband, this is impressive. Reading it will give some sense of how screwed up "federalizing" of protection against natural disaster can be.

PDF of House Conference Report 109-275 <- 2.5 Mb, more or less

I'm not sure of anything, that's how I got good at looking stuff up.

FR is full of crap, but it piques my interest to go looking in certain directions.

99% of the posts are inane or recite gross falsehood. The sentiment is fine, but the research is flaccid. Signal to noise sucks. Participants don't read, etc.

Cripes...they want presidential powers, without being the president. No, I take this back; they want power OVER the president; more power than the president has.

Well, that only seems fair. After all, the SCOTUS has taken over congress's power. /sarcasm

Thanks for the ping, OXEN. Will we see Levin's frustration again today...you Pubbies have agreed to everything we've said so why won't you agree to our timetable, it's only logical after all!Timetable or not, I fear that the Pubbies are shooting themselves and us in the foot.

Navigation to yestarday's discussion of the two amendment battles; Graham/Bingaman habeus corpus, and Reid (Levin)/Warner (Frist) on moving forward in Iraq. The latter item is the battle of two amendments that were the subject of the Reid, Levin, Durbin presser. First, a link to the most recent detainee habeus corpus amendment, the battle between Graham and Bingaman ...

Lindsey Graham's S.AMND.2524 modiying Gitmo detainee's access to Article III courts ...

And now a snip of a speech by Lieberman after Levin and Warner detailed their differences. The link below has the full discussion of both issues (habeus & moving forward in Iraq). There are a number of notable quotes, the one below is not completely random, but doesn't give a complete sense of what was going on.

Mr. LIEBERMAN. I worry the partisanship of our time has begun to get in the way of the successful completion of our mission in Iraq. I urge my colleagues at every moment, when we do anything regarding this war, that we consider the ideal and we are confident within ourselves. Not that we are stifling free debate. Free debate, as Vandenberg said, is the necessary precondition to the unity we need to maximize our authority against those who would divide and conquer us. But the point is to make sure we feel in ourselves that the aim of our actions and our words is national security, not partisan advantage.

Now we come to today. After reading that paper on Saturday, I took the original draft amendment submitted by Senator Warner and Senator Frist--it actually wasn't offered, but it was around--and Senator Levin and Senator Reid. I took the amendments back to Connecticut, and last night I looked them over. Neither one expressed fully what I hoped it would, but as I stepped back, I said that these two amendments--one Republican, one Democrat, unfortunate in a way breaking by parties--these amendments are not that far apart. ...

I had other concerns about Senator Levin's amendment, including particularly the last paragraph which I believe creates a timetable for withdrawal, and I think that is a mistake, particularly in the next 3 to 6 months as the Iraqis stand up a new government. It may not be the intention of the sponsors, but it does send a message that I fear will discourage our troops because it seems to be heading for the door. It will encourage the terrorists, and it will confuse the Iraqi people and affect their judgments as they go forward.

What do you mean, FR is full of crap?

Given somewhat of a handle on the battle between the Bingaman and Graham amendments, as well as on the resulting Graham compromise S.AMND.2524, the thread linked below is an example of the "full of crap" that I meant. I added some links to facilitate education, but there is no doubt, if the thread grows, a fair number of participants will skip my post, and very few will click through to the substanting links.

It's the nature of FR! I struggle with balance between correcting mistaken notions and educating myself without regard to educating others.

Tom Coburn is giving an excellent presentation on what we can expect if we cut and run. It may be too late for France, he says. If we can't stop the terrorists, how can anyone else. Boy, he is spot on.

This Biden makes my (if not his) hair stand on end!

Is Frist really in on this fiasco of an amendment?

Yes, mam, and so is Warner. Biden is now building up the congressional record so they can complain when the reports come out that they don't comply with this disastrous amendment.

If the Republicans vote for this after hearing Biden and Boxer, they will be making a very big mistake. They are going to do it though. See, Reed says this amendment will be a stunning criticism of the President. Hear that, Pubbies?
