From an "intelligence viewpoint", if there is an increase in these incidents, then clearly, your statement is correct and we have attrited the enemy severely!
This would mean that we need to keep the pressure up on the bad guys so they make more mistakes. It also means we may be able to turn the Iraqis loose in the near future.
All things are positive if it is a trend and not an incident.
There have already been many reports from the field of some recent car bombers, where in the remains of the vehicle they discover a shoe (and sometimes a foot) duct-taped to the accelerator pedal, and hands duct-taped to the wheel.
These are not the signs of voluntary bombers.
Seems that "jihad" ain't selling like it used to.
