Yes, but was it really the same? The Monroe Doctrine of 1823 was targeted at protecting the Americas from European intervention and expansion. I have not read it in a long time -- but will do so!! :-)

I was in Mexico City in 1997 and they were selling Osama bin Laden posters and T-shirts in the main square, the Zocolo, next to the T-shirts of Che Gueverra. So this comes as little surprise.
