Wikipedia says he resigned in early November 2005 due to the internal investigation. Is this true?

I guess it is. Here's a UPI article. It says nothing about missing funds. And that Tomlinson strongly disputes the findings of the yet-unreleased Inspector General's report (from which the NYT will likely quote).
