White phosphorus has been a mainstay of mortar rounds and artillery since WWI - it is not chemical warfare in its usual interpretation - it is used because it burns through uniforms and into the skin. Its range is limited to the area of the blast.

Chemical warfare normally refers to use of a gas....such as mustard gas - which burns the lungs and has a totally indeterminate range - it can drift into civilian areas and kill them just as easily kill troops.
