The #10 Carter ranking is for the dimension, "MORAL AUTHORITY." It's the dimension for which clinton comes in dead last, lower than Nixon--poetic justice given missus clinton's role in the Nixon impeachment.
Carter's seemingly fixed pietistic pose likely accounts for his #10 ranking for moral authority. In overall ranking, Carter is the rapist's neighbor. He's 22. clinton's 21. (I wonder which utter failure is more insulted.)
