Where did the connection to Niger come from? Why did the CIA send Wilson to Niger when initial reports pointed to Congo?

It can't be because of the forged documents because they were not reviewed by the CIA as of this date above.

Here is a theory...

Willson was knowingly sent on a wild goose chase to keep him away from real CIA operation. Plame would have been "out of the loop" or at the very least part of a moderately elaborate ruse to show her true colors.

They're both "out" and of no use to anyone, which was probably the goal of the operation in the first place.
