If a driver is so stupid that he can not tell when a vehicle has a wheel bearing failure and still drives the bus until it is aflame, he should be charged.

Just another view here...most large vehicles have 'wet' bearings on non-powered axles. The powered axles also have wet bearing but with live inner driven components. If in either case a brake is dragging or broken enough to cause heat to build it can go so far as to cause the oil seal to fail letting the lubricating leak out to the hotter iron and wind driven air which then combines into a very hot fire. It will set tires on fire and a simple fire extinguisher will not cool it enough to stop it from reigniting.
