Nope. It was Roger Easton in 1964. Getting DID NOT do it (contrary to some incorrect statements you will find on the net). My father received the critical patent for GPS in 1974. In addition, he designed the Vanguard Satellite and developed the Mintrak system.

Cool. I just reviewed a student proposal for NASA on a martian rover which navigates using GPS. I told them unless they've launched a bunch of satellites that I don't know about, I didn't think it would work.
