The targets of Sept 11 were not women and children. The main targets were the symbol of the US - their economic and military power.
Muslim scholars who call him sacrilegious: No official scholar's judicial decrees have any value as far as I'm concerned.

He just contradicted himself as far as "submission to Allah." Aren't devout Muslims supposed to honor Sharia (Islamic law), which is passed down by scholars? Aren't they supposed to be the "word of Allah?"
Basically, OBL is saying that he wants to be Allah.
