This is an old trick that was also used by the GOP permanent(they thought)minority during the dark times. This is a way to tell your base that you are supporting a bill, but, dammit, you can't get enough help to get it passed.
This is the slimiest of tricks, and incidentaly was one of the very first tricks that Rush Limbaugh explained to his audience in his early years of syndication. George Will had written about it for years, but Rush explained it and got more response than ever before. It was one of the first times congress felt the power of the new media, and they didn't like it one bit.
BTW, I hope we have the votes, or this could be embarrassing ;)
You can bet that Chet Edwards, the only Dem who survived redistricting by "The Hammer" will be voting against the surrender crowd. Ft. Hood is in his district, and the blacks in Waco couldn't pull his butt out of the fire in '06 if he would vote to cut and run.
