While this appears to be factually true, the head was found under a nearby bush with THIS.

If this bomb was remotely detonated - that was purpose of the board, then that raises the possibility that someone else detonated/had the ability to detonate the explosive.
Maybe it was the roomy of Pakistani origin and Muslim religion or others in the area?
