I think the real reason for the low crime rate -- is housing costs are too high, and most job requirements here in Silicon Valley require an EDUCATION --- both rule out the thugs.

I'll also say that I think San Jose has a good police department.
We used to live in South San Jose near a major high school. The kids would be having loud parties and walking around our yard carrying their alchohol.
When we'd complain, the police would come right over and clear out the parties.
They are very quick and responsive.
