I would not read a whole lot into this report. At the end of the day, Indian politics simply don't allow a stronger stance.
I was watching live Indian News Channel last night, and the report said that a new report proving Iran was supplied by AQ Khan (of Pakistan) with nuclear technology was going to give the Government an out when push comes to shove on referring Iran to UNSC.

Second, if this was the case, why has Iran not provided this document to the IAEA since the inspections started?

India has received a big time clincher on Iran.
Iran has been offer a choice that if it agrees to cap its Nuclear program then its entitled to receive processed Uranium from Russia. This idea has been endorsed by both US and India. If Iran refuses the offer (and most likely it will) India will have no choice but to vote against Iran.

Unless the Bush administration grows some and confronts Iran [And North Korea] with every means at America's disposal, we had all better pray that what you surmise is true.
For, except that it is compounded by the fact nuclear weapons are what's being talked about here and many many times over comounded and made infinitely more dangerous by the instant electronic communication among the lunatic left's millions of moral relatives and every other kind of abjectly-amoral "educated" morons and their PC and other tools of tyranny with which they are armed -- the present scenario is so reminscent of the 1930s appeasement of Hitler and his Nazis as to present only two possible outcomes.

The priority list of global terrorist threats dictates that both India and Pakistan be our allies in the GWOT. How can we make both nations allies in this struggle to win the GWOT and build enough mutual trust to become strong allies? If you dont have an answer then I have to assume youre putting your regional politics above global politics and to your own country's detriment.

what would you have the U.S. do that it is not doing now?
I will tell you what I would have the US not do (had it been in my hands).
I would have the US not give Pakistan the "Non NATO Ally" status at least not until it gives up on terrorism.
I would have the US not give Pakistan billions of dollars of military aid not until it gives up on terrorism.
I would have the US not give Pakistan F-16s, AWACS, Phalanx and PC3- Orions........ at least not until it .................
I would have the US not arming Pakistan against India........ at least not until it ............
I would have the US not turn a blind eye to the jihad style terrorism carried out against India.
I would have the US not turn a blind eye to the the nuclear blackmail and international nuclear gunrunning unleashed by Pakistan.
This is the least US can do if its really sincere about fighting global terrorism. But honestly it isnt. America is fighting America's war against terrorism not global war against terrorism. Its fighting only those terrorists who are targetting the US while it conveniently overlooks terrorism emanating from Pakistan since its directed only against India.
The priority list of global terrorist threats dictates that both India and Pakistan be our allies in the GWOT. How can we make both nations allies in this struggle to win the GWOT and build enough mutual trust to become strong allies?
Having Pakistan as an ally against terrorism is like having OBL as an ally against terrorism. Pakistan is the terrorist. Expecting India and Pakistan to become allies in the so called "GWOT" is like expecting Israel and Iran to become allies in the war against "GWOT". This war should have been against both Iran and Pakistan for it to be a true "GWOT". The priority list as you call it is only America's list of priorities and has nothing in it for India. India, I feel, is only waisting time and fooling itself.
If you dont have an answer then I have to assume youre putting your regional politics above global politics and to your own country's detriment.
It doesn't matter if its regional or global. If its terrorism then its terrorism. The US expects India to join them in the war against terrorism in Iraq, Iran, Afghanistan and elsewhere and yet when it comes to our problem of terrorism we are left on our own. We are being suckered into this so called "alliance" vainly hoping to get something out of it. If we are to fight on our own then I believe there is not much point in being part of the alliance. We can and will have to fight it on our own.

In terms of India's responsibility, yes fighting Pakistani Islamic fundamentalists fits well within the scope of India's physical security responsibility. The equipment provided as incentives to Pakistan is not directly supportive of Pakistani terrorism, in fact they serve as wedge between Islamic radicals and a structured and responsible Pakistani military.
It looks like we may have to agree to disagree but through dialogue with my Indian friends, they have come to see the very difficult situation my nation is in and have offered their patients and assurance that India and the United States are on the same side in the GWOT.

Incentives makes sense only when they are awarded against good behaviour. Pakistan hasn't demonstrated any as yet.....at least in our experiance. I doubt your country shares the same opinion. This is one reason why I say we are on different sides. Unless and until Pakistan completely dismantles its terrorist infrustructure, rewarding them is like encouraging their bad behaviour. Its like telling them that terrorism is OK if its directed only against India.
But then I guess Pakistan is being rewarded because they have delivered what the US asked of them and that does not include cessation of terrorist attacks on India........ never did. Here again we are on different sides.
In terms of India's responsibility, yes fighting Pakistani Islamic fundamentalists fits well within the scope of India's physical security responsibility. The Islamic radicals are within the Military. The Military is the most hardcore Islamist organisation in Pakistan.
Arming Pakistan with sophisticated weaponry directly undermines our security. There are no two way to look at it. Those weapons being delivered by the US to Pakistan have only one target and that is India. We cannot and must never be part of any alliance where the primary allies work towards directly undermining our security.

I like to believe we are.
I would definitely like to see more co-operation between the two countries in the GWOT. And I would also like to see a real alliance which, for now, is sadly non existant.
