I would not read a whole lot into this report. At the end of the day, Indian politics simply don't allow a stronger stance.
I was watching live Indian News Channel last night, and the report said that a new report proving Iran was supplied by AQ Khan (of Pakistan) with nuclear technology was going to give the Government an out when push comes to shove on referring Iran to UNSC.
