The administration through the state department works to control what nations to trade with.
That's how the government structure is !
A state can not do an "end around" to defeat the federal rules.
I'm not sure if it's the Democrats are behind this, But this action looks, feels, and smells like the way they want the government to run where THEY make international policies.

Your knowledge of Trade is woefully deficient. There is no such trade authority except with enemies. Venezuela in not an enemy on the list.
