How did evacuees from early 1900's tragedies (San Francisco quake/fire, Chicago fire, Galveston hurricane), and those cities, recover without Uncle Sugar?

people had pride back then, they knew they had to pull themselves up and get on with life. the only help they were going to get was by helping themselves or families helped each other in times of need. for all too long uncle sugar has been carrying people who refuse to work or help themselves. if they wanted to better their condition of life there is always the service to join. theres many programs open to people who want to learn a trade. i dont think alcohol and happy hour should have been provided for these people. food, a room, clothes yes but no drinks. a time limit should have been made from day 1. there should have been contracts easily readable that stated you will get help but you will work after a certain date or you lose your help. you want new orleans back then get down there and clean it up. its on the citizens of new orleans to clean their city up and stop whining to the rest of us and taking our money to rebuild a city that is below sea level.
