What a magnificent use of Newspeak. "Stupid fence" = a fence, "Smart fence" = no fence at all
Chertoff misunderstands that the concept of a fence or wall is really very simple to most Americans - and we all understand how they work. Unfortunately, we also know how a "smart fence" works - or more aptly, doesn't work.
We don't need a cabinet department and billions of dollars to have defacto open borders. We can do that much more cost effectively. If Chertoff won't do his job, we'll just have to find another way.
I think we should be looking for a smart Homeland Security Secretary.
