If one terrorist of whatever rank is being eliminated every day, recruitment from young people is probably replacing the losses. The net effect would be reducing the mean age of terrorist group members rather than eliminating the groups. The constant military activity would also tend to drive the terrorists groups to lurking in remote and damp basements and caves rather than being more active in the general population.
